the perimeter is the sum of its sides
and since the sides of a square are equal we have
p=2*(4x-7)+2*(2x+21)
4x-7=2x+21
2x=28
x=14
2x+21=21+28=49 for one side
check
4x-7=4*14-7
56-7=49
ok
4*49=196=p
