Two consecutive angles of a parallelogram add up to 180 deg.
The ratio of the angles = 2/3.
Let x = the larger angle
Thus x + (2/3)x = 180
Solving for x gives x = (3/5)180 = 108
Therefore the smaller angle = (2/3)108 = 72
