We know that 


L + W = 10    <<<---===  10 = , half of the perimeter.


We also know that  L = 2W - 2.   Substitute it into very first equation. You will get


(2W-2) + W = 10,   or


2W - 2 + W = 10,

3W = 10 + 2 = 12  ====>  W = 12/3 = 4.


Answer.  The width is 4 meters.
