The formulation is not accurate.
1. Are the points X and Y the vertices of the kite?
2. Are the points X and Y located on the opposite sides of the square or in the adjacent sides (which is possible also).
The answer depends on these conditions.

Not sure where X and Y are but I'm thinking they are on consecutive sides of the square...if so, then the kite has an area half that of the original square, or 8 cm^2. Each side of the kite (which is also a square) measures 2*sqrt(2), so its perimeter is 8*sqrt(2) cm.
