A terminating decimal is one that comes out even when you divide it out. For example,
1%2F2=.5
1%2F4=+.25

However, more often than not, when you divide it out, it does NOT come out even:
1%2F3=.33333+.+.+. (This repeats the 3, and it NEVER comes out even!)
