First, simply multiply 4999 x 1600027

Then place the decimal in the appropriate place. Since the question is not 4999 x 1600027 but .4999 x 16.00027 you need to put the decimal in it's proper place. From the one's place value, move over 9 places to the left. Put the decimal there.
