Folks usually do not mix decimal with fractions that way.
I'm going to assume you mean 0.64 + (2/3)
0.64=64/100=16/25
16/25+2/3= [48+50]/75=98/75

It's not really a formula, but I'll tell you a tip.

Write this as , you put as many 0's behind the 1 and you have decimal places. (If you had )
The fraction can be reduced by 4 in the top and the bottom.

You also had 2/3, you can turn that into a decimal by dividing 2 by 3.

This is a trick kinda fraction question on civil service exams :
to work it do this ...
(it is a mixed fraction and the fraction of 2/3 is NOT included as a decimal point for the solution.
0.64 2/3 =
3*64+2/300 [remove decimal point from numerator and multiply 100 to denominator)
then you have
194/300 which makes it divisible to simplify /so the simplifier is 2
= 97/150 is the correct answer.

There is no formula, per se, just steps!

When converting decimals to fractions, we do the following:
1) Re-write the decimal without the decimal point
2) Draw a division line under this re-written figure
3) For the denominator, put a “1” directly below the spot where the
decimal point was and put a zero for each number after the decimal
point

1) Re-write the decimal without the decimal point -------->
2) Draw a division bar under this re-written figure ------> 64 2/3
3) For the denominator, put a “1” directly below the spot where the
decimal point was and put a zero for each number after the decimal
point ------>

------- Converting to an improper fraction
------- Applying KEEP, CHANGE, FLIP
------------- Cancelling by dividing numerator and denominator by 2
