The problem does not state if the first hour is 45 cents and then every 1/2 is 25; so I am assuming it is 70cents per half hour. Is that correct? If so, I would say she was parked 3 1/2 hours. Is that correct?

Since "the garage charges 45cents plus 25cents for each 1/2 hour", this means that the garage initially charges 0.45 dollars (regardless of time parked) plus 0.5t dollars (since she's charged 50 cents an hour)
So the cost equation is

Start with the given equation.
Plug in
Multiply EVERY term by 100 to make each number a whole number.
Subtract 45 from both sides.
Combine like terms.
Divide both sides by 50.
