The perimeter is the distance around the rectangle or 2 lengths + 2 widths. The perimeter is 7+7+4+4 or 22. The width as a fraction of the perimeter is is 4/22. You can simplify by taking a factor of 2 out of both the numerator and denominator so 4/22 = 2/11. 2/11 is in simplest form.
