You first need to isolate the X on one side in order to solve this problem.
So, move everything so that the 2/3X is by itself on the left side of the equal sign.
*Remember that everytime you move something over the equal sign, you must change its sign. For example. x+5=10. If you move the 5 over, you change it from a positive state to a negative state. Then the equation becomes x=5
Back you your problem...
2/3x+4=9
Move the 4 over
2/3x=5
Then, to get rid of the fraction, you multipy the fraction by its recipricol (flip the fraction upside-down) to the make coefficient 1
3/2*2/3 x=5
*Remember that if you multiply one side with something, you must do the same for the other side.
x=5*3/2
x=7.5
or
x=15/2
