two numbers:  x and (16-x)  x being the smaller, (16-x) the larger
Four less than three times the smaller is equal to the larger
Write as we read:
3x-4 = (16-x) 
4x = 20
x = 5, smaller number
 Numbers are: 5,11
checking:
3*5 - 4 = 11 checks.
