This is a trick question, like "Who was buried in Grant's tomb?" In some usages of the verbs "revolve" and "rotate", they are not synonymous. However in this usage, as "goes around", they are. So if the wheel revolved 675 times, it also rotated 675 times. The speed at which it rotated or revolved is irrelevant.
