If to read this problem  LITERALLY  as it is written,  then I can say that the condition has two parts that do not relate
and do not correlate to each other,  because the word  "his"  (and the term "his time")  remains undefined.

The correct formulation should use the word  "this"  ("this time")  to make sense.

Reading the incoming posts,  I think sometimes,  that the person on the opposite end of the Internet intently corrupts the texts
and intently imports mistakes to the posts to make the problems more mysterious and unrecognizable.

When I was a student in my middle and high school,  I do not remember my textbooks contain such errors.

Note that 41 1/2 is
39 + 1 + 1 1/2
-------------------
1/3 of 39 is 13
1/3 of 1 is 1/3
1/3 of 1 1/2 is 1/2
----------------------
So, I have:
13 + 1/3 + 1/2
This is the same as:
13 + 2/6 + 3/6
Which equals 13 5/6
as the time spent hauling material
