x<13 "x is less than 13" means x can be any number lower than 13. I'm not sure how many numbers you have to have on your number line but when I learned this all I had to have was 3. My number line would have looked like this;

Then I would have put an open circle on the 13 and shaded to the left because the numbers less than 13 are to the left. You put a closed circle down if it is greater than OR equal to or less than OR equal to. If they are simple like that one then you can just shade whichever way the arrow is pointing.
