When the circle is filled in, it means that the value on the number line at the circle IS included in the solution. For example, if the solution arrow starts at 6 and moves to the right, and the circle is filled in, then the solution is "x is greater than or equal to six."
If the circle was not filled in, then the solution would be "x is greater than six."
