On a number line greater than or less than for that matter should be marked with an open circle on the number line or above it at the appropriate number. This means that you cannot use that number.
M > 4, means open circle above the 4.

I would put an unfilled circle above the four and draw a line from there to the right.
If it was "greater than or equal to", you'd fill in the circle.
