I guess what you are trying to say is: Graph the inequality t < -3 on the number line.

To graph this inequality, draw a number line.

Go to -3.
Circle -3 ON THE LINE ITSELF.

And shade to the left of -3.
What the inequality is saying basically is that the value of t can be any number less than BUT NOT INCLUDING -3. This is why we circle -3, in this case.
