multiply both sides of = by 5
5y = -3x + 5b
use point (-4, 0)
0 = 12 +5b
b = -12/5
equation for your line is
y = (-3/5)x - 12/5
multiply both sides of = by 5
5y = -3x -12
**************************************************
3x +5y = -12
answer is b.
