If you don't know where to start, then you must not have started. If you haven't started, then you have spent no time, or you have spent some time doing nothing which is the same thing in practical terms. Hence, your claim that you have been "stuck on this for the longest" is false on its face. Don't use illogical arguments with math teachers.
The statement that the absolute value of something is smaller than some number is the same as saying the something is somewhere between the number and its opposite.
Is the same as saying
Add -4 to all three expressions:

(remember to reverse the sense of the inequalities when you multiply by a negative number)
