these are both perpendicular lines and so they are parallel to each other.
solve for x in both equations and you get:
12x = 3 becomes x = 3/12.
-7x = 10 becomes x = -10/7.
the graphs of both equations are shown below:
that's about as vertical as i can get them using the graphing software available.
