 y + 3 = 1/2 (x-4)  Put this into slope-intercept form by first distributing the (1/2) over x and -4
y+3=(1/2)x-2
Subtract 3 from both sides
y= (1/2)x-5
The line perpendicular has a slope, which when mutliplied by the slope of the other line= -1
The best way to do this is to invert (1/2) and change the sign.  It will be -2.  That is the new slope.
The y intercept is 5.
The line's equation is y= -2x+5.  This is perpendicular to the line given.
