first, we need to find the slope of:
-3x+4y=-23
do this by putting it into the "slope-intercept" form:
-3x+4y=-23
4y=3x-23
y=(3/4)x - 23/4
slope is 3/4

new slope, for the new line to be perpendicular, must have a slope that is the "negative reciprocal" of the above or:
(3/4)m = -1
m = -4/3 (new slope)

Now we have slope -4/3 and one point (-6,7)
plug above into "point-slope" form:
y - y1 = m(x-x1)
y - 7 = (-4/3)(x- -6)
y - 7 = (-4/3)(x+6)
y - 7 = (-4/3)x +(-4/3)6
y - 7 = (-4/3)x +(-4)2
y - 7 = (-4/3)x - 8
y = (-4/3)x - 8+7
