simplify first
x + 3y -3 = 11
2x -2y +8y = 28
x + 3y = 14
2x + 6y = 28
actually these two equation are the same, one can be derived from the other,
so the system is dependent, there will be countless answers which can be represented by
(a, (14-a)/3)
