y=6 has no restriction on x;
x=-3 has no restriction on y;

y=6 is y=6 for all values of x, and x=-3 is this x value for all values of y.
y=6 is a horizontal line. x=-3 is a vertical line.

Their graphs will intersect at (-3,6).
