f(x)=7 is a horizontal line.
Line f(x)=-1 is parallel and passes through (4,-1)

f(x)=7 is the same as f(x)=0x+7

That has a slope of 0.

Anything parallel to this line will also have a slope of 0.

y = mx + b

y = 0x + b

y = b

This equation must go through (4,-1). So that means b must be equal to -1 to force the y coordinate of each point to be -1.

So the final answer is f(x) = -1
