The required line passes through the point. So we select the point and slope plug it in the equation
Plug value of the slope and point ( 2 , -7 ) in
Y = m x + b
-7.00 = 2/3 * 2 + b
-7.00 = 1 1/3 + b
b= -7 + -4/3
b= -25/ 3
So the equation will be
Y = 2/3 x -25/3
