Make (5,1) = (x1,y1)
(-2,3) = (x2,y2)
Substituting

for y and x, use the point (5,1). x=5 and y =1.
Substitute these values in y = mx + b
y = mx + b ; 1 = (-2/7)5 + b
1 = -10/7 + b
add 10/7 to each side
1 + 10/7 = b
17/7 = b
