Subtract 5x from each side
2y = -5x -39
Divide each side by 2
y = -5x/2 -39/2
y = (-5/2)x -39/2
Use the template y = mx + b and the point (-9,-2)
-2 = (-5/2)(-9) + b
-2 = 45/2 + b
Subtract 45/2 from each side
-2 -45/2 = b
-4/2 -45/2 = b
-49/2 = b
