the line defined by y= -2/3x + 3/7 has gradient -2/3.
Any line perpendicular to this has a gradient to 3/2. So, we know the equation we want is y = (3/2)x + c.
We now need the specific equation for that line passing through (2,4), so we then get 4 =(3/2)2 + c which gives 4 = 3 + c. In other words c = 1.
So the equation is y = (3/2)x + 1
Now, you don't say if a,b and c are integers?
If not: y - (3/2)x - 1 = 0
If whole numbers, just multiply all terms by 2:
--> 2y - 3x - 2 = 0
