parallel means same slope, so first we need find slope of that equation which means we need to solve for y. So subtract 5x from each side of the equal sign and add 3 to each side of the equal sign and you get
y=-5x+3 the slope is whatever is in front of x, so -5
y-y1=m(x-x1) this is the formula you use, so m is the slope which is -5 and (x1,y1) is the point given, which is (-4,-8) so plug it in and leave X and Y as it
y+8=-5(x+4)
y+8=-5x-20
y=-5x-28
