you've got the right idea, but a parallel line will have a different y-intercept (the constant term on the x side of the equation)
general form is y=mx+b...m is slope (same for parallel lines)...b is y-intercept (where line crosses y-axis)
your start has the slope the same but also the intercept... try 4=3x+b...then 4=3(1)+b...so b=1
y=3x+1...new line is parallel to old line and crosses y-axis 4 units lower
