Normally I know how to figure out these kinds of problems; but since no equation or graph is given I am lost

The x+2 is offsetting the input of x. The beginning of the function increase is at x+2=-5 and the ending of the function increase is at x+2=2. Solve each of these equations for x.

x+2=-5
x=-2-5
x=-7

x+2=2
x=-2+2
x=0

y=f(x+2) is increasing on the interval (-7, 0).
