You need to have either x or y have the same but opposite coefficients in order to eliminate them.

             -2x+3y=-15
              2(x-2y)=2(11)     <--------Multiply both sides by 2
                                    


             -2x+3y=-15
              2x-4y= 22     <--------Add the 2 equations
         -----------------
              0x -y=7
                                    

So y=-7 and x equals




Check:


             -2(-3)+3(-7)=-15
               (-3)-2(-7)=11     Plug in (-3,-7)
                                    


                   6+-21=-15
               (-3)+14=11     Plug in (-3,-7)
                                    


                   -15=-15            Works
                    11=11             Works
                                    

So (-3,-7) is the solution.
