Put the given equation in slope-intercept form:
y = -(8/5)x + (4/5)
The slope of this line is -8/5

The perpendicular line must have a slope of +5/8
The equation you want will have the form y=mx+b where
m=5/8 and y=1 when x=-9.
1 = (5/8)(-9)+b
b= 45/8 + 8/8
b=53/8
EQUATIOn:
y=(5/8)x + 51/8
