multiply both sides by (2a-2)
2z - 2 <= 3
2z <= 3 + 2
2z <= 5
z <= 5/2
z <= 2.5
and

multiply both sides by (2z-2)
3 <= 4(2z-2)
3 <= 8z - 8
3 + 8 <= 8z
11 <= 8z
11/8 <= z
1.375 <= z
normally written (reverse the inequality sign)
z >= 1.375

therefore
