The general equation of a line in point slope form
(y-y1)=m(x-x1) where (x1,y1) are the co-ordinates of the point and m is the slope
So
(y-5)=(-2/9) (x-2)
multiply equation by 9
9(y-5)= -2(x-2)
9y-45=-2x+4
9y= 2x+4+45
9y=2x+49
/9
y=(2/9)x +(49/9) ---- the required equation
