Y=3X+1 HAS A SLOPE OF 3. THUS A PERPENDICULAR TO THIS LINE IS -1/3. WITH A Y INTERCEPT OF (0,5) GIVES US THE LINE FORMULA OF:
Y=-1/3X+5
