2y+2= -7/4(x-7)=-7x/4+49/4
or 2y=-7x/4+49/4-2=-7x/4+41/4
or y=1/2*(-7x/4+41/4)
or y=-7x/8+41/8
the slope of the line =-7/8
now the slope of the line perpendicular to the given line
will have slope=8/7 (the product of slopes=-1)
this line contains (-2,-3)
so the required eqn will be
(y-(-3))/(x-(-2))=8/7
or (y+3)/(x+2)=8/7
or 7(y+3)=8(x+2)
or 7y+21=8x+16
or 7y-8x+5=0
