Solid lines are part of the solution set.
Dotted or dashed lines are borders of the solution
set but are not part of the solution set.

Examples:
If you have the inequality y<3, you graph
the line y=3 as a dotted line then shade
the half-plane below it. The shaded area
is the solution set; the dotted line is not.

If you have the inequality y<=3, you graph
the line y=3 as a solid line, then shade the
half-plane below it. The solid line and the
shaded half-plane are both part of the solution
set.
