First, what is the slope of the line y=14? Well, we know that the slope of any horizontal line is just 0. Don't believe this? slope = (change in y)/(change in x). Our change in y is 0 since y is constantly 14, and our x changes some amount; we don't care. So a line perpendicular to a line with slope 0 will be a line with slope -1/0 = undefined. Do we know a line with slope undefined? Yes, that's a vertical line. Normally we'd use point-slope, but we have an undefined slope, so we just know that the line that passes through (5,2) is just going to be x = 5.
