4X-2Y=7

Multiply the second equation by 4 and add it to the first equation
x + 8y = 3
4(4x - 2y = 7)
16x - 8y = 28
x + 16x + 8y + -8y = 3 + 28
17x = 31
17x/17 = 31/17
x = 1.82
so, x + 8y = 3
1.82 + 8y = 3
8y = 3 - 1.82
8y/8 = 1.18/8
y = .147
Alternatively,
x = 3 - 8y so,
4(3-8y) - 2y = 7
12 - 32y - 2y = 7
12 - 34y = 7
-34y = 7 - 12
-34y/-34 = -5
y = -5/-34
y = .147
4x - 2(.147)=7
4x - .294 = 7
4x = 7.294
4x/4 = 7.294/4
x=1.82
