The slope intercept form of a line is , where m=slope, and (0,b)=y-intercept.
slope, m=-2 y-intercept (0,b)=(0,4)

Plot the y-intercept on the y-axis at (0,4), form that point use the slope, m=rise/run=-2/1 to go down 2 (rise) and right 1 (run) and plot another point at (1,2)
