Divide the opposite of the coefficient on by the coefficient on to find the slope of a line where the equation is in standard form. Do this for both equations.

If the two slopes are equal, the lines are parallel. If the two slopes are negative reciprocals of each other, then the lines are perpendicular. Otherwise, neither.
