Those two lines have the same slope.
Lines with the same slope are either parallel to each other, or they are the same line.
Since the y-intercepts are diffetrent, they cross the y-axis at different points and are different lines, to each other.
Being parallel, they have no point in common, so there is no (x, y) that satisfies both equations.
As a consequence, the system has solutions.
