I have been working with this for tow days now, on and off. Am I correct so far?
Perpendicular lines have slopes that multiply to -1.
m * 1/3 = -1

Yes!  ,  m = -3

Using the standard slope-intercept form for an equation of a line y = mx + b

  where m is the slope and b the y-intercept.

y = -3x + 5       or in standard form: 3x-y = 5
