yes. make the slope as 3%2F1
Then begin by drawing a dot at (0,1)

Since the slope is positive we draw a line upward the same number
of units as the numerator of the fraction 3%2F1, which is 3
units, indicated by the green arrow below:


Now we draw a line RIGHTward the same number
of units as the denominator of the fraction 3%2F1, which is 1
unit indicated by the horizontal green arrow below:

Then we draw a straight line that goes through the starting point and
through the tip of the second green arrow:

And the equation of that line is
y = mx + b where m is the slope 3 and b is the y-coordinate of the
y intercept, so the equation of that blue line is
y = 3x + 1
