To find equation in the form y=mx + b, we need the slope first
y=10 is a horizontal line, thus is has slope zero
a perpendicular line will have infinite slope, in other words, be a vertical line.
vertical lines are of the form x=c, where c is some constant (a number)
In this case, it is simply x=-2, which is a vertical line that goes through x=-2 and all real y values, including -15.
x=-2
