Rewrite in slope-intercept form by subtracting 3x from both sides:

y = -3x + 1

y-intercept is (0,1) so start at the point (0,1). The slope is -3, so if x increases by 1 unit, y will decrease by 3 units. Since (0,1) is on the graph, (0+1, 1+(-3)) or (1,-2) will also be on the graph. Connect these two points and draw a line.
