Perpendicular lines have slopes that are the opposite reciprocal (flip it over and make it negative).
Is our slope is 6/1 so the new slope will be -1/6
So far we know
y=(-1/6)x+b
We can sub in 0 and 4 for x and y and solve for b
4=(-1/6)*(0)+b
4=b

now going back to y=mx+b
we know that m=(-1/6) and b=4
y=(-1/6)x+4 is our perpendicular line
