Answer by mananth(16946)   (Show Source): You can put this solution on YOUR website!
m= 0

Plug value of the slope and point ( -9 , -10 ) in
Y = m x + b
-10.00 = -0 + b
b= -10 - -0
b= -10
So the equation will be
Y =-10
